The establishment of the FBA on 1 October 2018 forms part of a comprehensive reform of the Federal Trunk Roads Administration. In the context of the reorganisation of the financial relations between the Federal Government and the federal states, the German Bundestag adopted a decision on 1 June 2017 to establish this authority.

Since the 1 January 2021, the federal motorways are no longer managed by the federal states acting as agents of the Federal Government but by the federal administration. The Federal Government has the sole responsibility for planning, construction, operation, structural maintenance, asset management and funding of the federal motorways. To carry out these tasks, the Federal Government is using the federal Autobahn GmbH. Statutory functions that neither fall under the responsibility of the BMDV are delegated to the federal Autobahn GmbH by transfer of statutory powers will mostly be carried out by the FBA.

The FBA carries out statutory tasks

Legal and technical supervision of the federal Autobahn GmbH is carried out by the newly established FBA in all matters for which statutory powers have been transferred to the company. The FBA has mostly statutory functions. Since 2021, two of its main tasks are for instance be to carry out public consultations and plan approvals during plan approval procedures for motorway projects. In addition, it is the employer of civil servants who have been transferred from the federal states to the Federal Government and are assigned jobs at the federal Autobahn GmbH.

The authority’s registered office is in Leipzig. In addition, the FBA has offices in Bonn, Giessen and Hanover.
